I'd go with a green 3 M pad and WD 40.
Spray the part and let it sit for a few minutes, then rub LIGHTLY with the pad.
Follow up with a clean cotton rag.

Brass wool and CLP

Brass wool works and is not as hard as steel wool so is less likely to cause unnecessary damage.

The best way to remove rust would be to rebead blast the part. Any other mechanical means will get you a shiny spot surrounded by dull, blasted finish.
