Can anyone recommend one?  Preferably one that can do both WAV and mp3 format.  I want to burn some songs I like onto cd so I don't have to worry about the real ones getting stolen.

Windoze Media Player will do it, and assuming you're using a PC, you've already got it.

Edit - I've never been able to figure out how to get Windows Media Player to do MP3s; I use Nero for that.

CDEX

Easy to set up, works great, I've been using it to rip CDs for years.  It will do .WAV output and will encode to .mp3 using a long selection of codecs, it supports pretty much all of the constant bitrates and variable bit rates.

WMP works great.  I like to minimize installed software.

Yes, you use the internet CDDB.  Go to the CDDB pulldown, select Get Remote, and it gets it.  Very easy.
