hypothetically speaking, say someone visits another country with a high kidnapping rate, finds a really good deal on firearm parts, can they send them back to the U.S. ?

id like to think you could find good deals in 3rd world countries.  so whats the best way to do the above ?

whats legal and what isnt ?

Law may have change in the last year or so(check ATF web..) If value is under $100 US no import per. is needed. But what is the law of the land you are in? You might need a per. over in that third world sh*t hole.
Good luck!

One thing that I have always wondered about CENTCOM rulings on firearms parts is... what prevents a USGI from giving the parts to an Iraqi policeman, who then mails the GI the parts at his place back in the States?

IIRC you still have to do your paperwork with BATF to make sure your parts kits fulfill import requirements.
