notice the new white 4473s are now 3 pages? used to be yellow and 2 pages. one page is the paperwork reduction act notice.

I don't know what forms you're talking about. I've never seen a page long Paperwork Reduction Act notice. The notice is usually two or three short paragraphs.

They are required by law. Complain to Congress.
