This is a Canon G3.

Normally, when I charge the battery, the battery level indicator light first blinks amber, then solid amber when the battery is 90% charged, and then solid green when the battery is fully charged. It can usually hit solid amber (90%) in an hour, and then solid green (100%) takes an additional 2-3 hours.

Well, after 5 hours, it’s stuck on solid amber and will not fully charge to green.

Is the battery fried? It’s 3 years old, lithium ion.

Do I need to fully discharge the battery and try recharging again?

I had a similar problem with rechargable AAs... they wouldn't work unless they were dead (or nearly entirely depleted) and then recharged.

I don't know anything about lithium ion batteries, but it's worth a try.

Wow! 3yr old lithium! Usually after 18 months you have a very noticable if not non-working lithium ion battery. Time to replace it. Keep it as a backup. Also, lithium ion batteries should be stored fully charged and not allowed to be drained completely dead.

Rechargeable batteries are not INFINITELY rechargeable.  For instance, the battery in my Kodak digicam is rated at 300 charges.    Also, I work for Dell, did support on portables for a couple years - batteries are only warranted for a year, because they DO wear out.  

Chances are your battery is kaput.   Get a new one.  Be happy.  Take pictures.

Holy shit, the light just turned green.

It has never taken this long. I must have been close to 8 hours total.

I'm getting a new battery anyway. Thanks guys
