The US government is throwing money at the war. It is up to the service branches how they spend it. The US Sniper does not get what he needs because his COs are many times ignorant of what snipers do (as they are not normally snipers themselves). Furthermore, the US military by and large has forgotten the lessons of the past as it relates to snipers/marksmanship and they have done so after every war, since the French and Indian War. "Americans learn only by disaster" Theodore Roosevelt I would have to add "And quickly forget what they have learned" But I digress ...
