Is it common to not want to give an ink signed copy of your FFL to an individual party and not a dealer?

I have an interstate individual to individual transfer I would like to make. I am the buyer. I need an FFL on my end for this individual to ship to. My local FFL must provide him with an ink signed copy in order for him to ship the firearm.

Most of the local FFLs I have contacted will not send out a copy of their FFL to an individual, only to another FFL holder.

How the heck do so many guns get sold on the internet if this is going on? I can't believe that most people are shipping out through an FFL if they don't need to.

Doesn't this practice just make liabilities in shipping more complicated?

Am I just SOL?

My local guy keeps copies under the counter.

He signs one and hands it over without even asking why I want it.

If he gets a package with my name on it he pushes it over into the corner and waits for me to come around.
