I found what appears to be about a mags worth of spent .308 brass all over the parking lot at one of my works satellite properties. It has the NATO cross on it, and has a head stamp that reads fnm 81-46. Looks to be annealed as well. What the hell is it?

Probably Portugese .308 surplus ammo. I have some laying around with the same headstamp on it; I will see if I can verify the origins for you.
