What are ways to lower my CPU usage percentages and/or bring up my bytes per second?

Go to start->run->type in "msconfig". Then in the startup option, uncheck all unneccessary programs that automatically start during bootup. Google the process names if you're unsure if they are unneccessary or system-critical.

Also, defrag your harddrive, remove spyware, and delete cookies/temporary internet files.

Put a "Type R" decal on the side. Doing that will make anything faster.

Don't forget NAAAAAAAAAWSSSS! Low-profile tires with spinners, #10 Huntz Tomato Sauce exhaust tips, and a huge whale tail for downforce..that will make your 486 hum past the P4's..Don't forget to change your rims out every 6 months until they are worth more than your rig.

400mhz....dude....really...

My rec. would be to build a computer on the cheap.  I would recommend an Athlon XP or Sempron system.   Reuse your video card.  I would recommend NOT resuing your hard drive.  They are easily the biggets bottleneck in a system and even a cheap modern HD would be worlds ahead.

Drop win98.  XP is where it's at, unless you're a total geek which I doubt since you are asking this question in the first place.

If you don't want to spend any $$, then uninstall every piece oif crapware you have, turn off every sysetm process you don't need (google it first, as advised.)  Don't run anything unless it is vital.  That will speed you up.

BTW, AOL sucks.  Get a real ISP.  AOL itself is crapware/bloatware/junk and serves no purpose but to slow a computer down and irritate me in general.

You really are kind of hosed.   A 299 Dell will run circles around that celeron 400.  You could add even more Ram to it, that always helps.  Run Spybot search and destroy to make sure you have no spyware installed.  Make sure AOL isn't running somewhere in the background of your PC.  Turn your vidoe settings down to 16 bit instead of 32 bit.  Run scandisc and defrag.  A fresh format and re-install of windows usually helps win98 every year or so.  
That's really about all you can do with that particular PC

I really don't think adding RAM will make the computer any faster.  It would help if he were running XP and added more RAM.  Won't help w/ 98.  

Post a list of your running processes.

I have both a window AND blue lights.  And yet my PC still only runs at 2.4GHz.  Unless I overclock it up to 2.5 or 2.6GHz.  I need water cooling!

Im agianst spending money cause its a temp computer and i have a new one but my bro is using it.

the best way to speed up a win98 box is at 9.8 meters per second squared.

This is just my backup computer i am running a HP with xp pro but it is being used by someone else right now.

I think 192 megs is the most that Win9X can handle anyway..I like to go to pcpitstop.com and run their online utilities to check my speed and security after I've shut down everything I can find that is running in the background. There aren't as many sites that still have Win98 tuneup guides any more..try blackviper.com to see if he still does..
