Is there a way to use the serial number of an M-1 Garand to find it's history?

US military rifles really don't have a history, if you mean who it was issued to and when.

The military has no need to know where a rifles WAS and who HAD it.  All they need to know is where it IS, and who HAS it.

Once a rifle is turned in by a user and re-issued, the old records were of no use and were destroyed fairly soon.

There are a few web sites that have SOME historical info on rifles that for one reason or another, were noteworthy, but these are VERY few rifles.

Bottom line is, there is no way to tell anything about the history of a particular M1 beyond the approximate date it was made.
