Actually, Trey Parker is a libertarian. He makes fun of the democrats 1000 times more then the republicans in the movie.

I think he put that little part in the song, to give at least something to the democrats, because he bashes them so bad in the movie, and he doesnt want to be so obviously "one-sided".
