So, after the ban expires, would I be able to buy a AR-10 lower receiver and eventually add "evil" features? I'm wanting to eventually build a AR-10 with a .338 Whisper upper and a suppressor.

I think that Armalite is giving away "rain checks" for flash suppressors with all their rifles.
Once the ban goes away, you will be able to thread your barrel for a sound suppressor.
