Apply heat (as in a propane torch or heat gun).  It's about the only way to break the red stuff.

Red locktite is used on fasteners that you won't be taking off.  A threaded stud is a good example.

From a man who used an removed plenty of 2 -4" plus nuts on machines use a rosebud torch to heat it up. When it gets hot enough it will kind of spit smoke out of the threads which have a pine/sweet scent.  Then it the fastener is free to remove with whatever torque it was installed with.

I use a welder on things I won't be taking off. Locktite is designed to retain a bolt or nut., not permanetly attach it.

Use heat.
