If your question is can a resident of a state that bans goes to another state that has legal fireworks and buys them, is it a crime, then no it isn't.
Perfectly leag-well as long as he doesn't transport them into a state that outlaws them. That would be like you going to another state and drinking beer with a higher alcohol than your home state allows. |
