My low back and hamstrings are always very tight.  Just lifting my leg on a chair and bending over it or trying to keep my feet together and you have the floor aren't helping make progress.

Suggestions?

I use the standing hamstring stretch method on the front stairs before and after running- that would be like your chair method.

Have you tried a foam roller before?  If you place one on the floor and roll your hamstrings over it, that really gets in to mine.  

(My biggest issue is with my IT band- roller or a solid ball works great on that where stretches don't.)

Smash hamstrings with some sort of ball, usually a softball.
