I have a Weber gas grill. I also use a grill cover. I think moisture is still getting inside, from the bottom, from all the rain. I noticed the stainless steel tables on each side are getting a little rust on the top.

Is there a better product than Noxon 7 to remove the rust? What kind of pad should I use to clean it with? Steel wool or something less abrasive?

Ospho and and a wire brush when it is done reacting to the rust.  I have never owned a webber I have a grill I built as a junior in H.S. out of 5/8" thick 36" x 4'culvert pipe.

i dont think your problem is how moisture is getting under your cover.  you problem lies with your shitty weber grill.  I bought one not too long ago because i grill 5-6 times a week and wanted a tier 1 grill and it has been a yuuuuggggeee piece of shit.  rust on the flavorizers, rust on the grates, igniter inop after a few months, the burners are rusting through and clogged.  im squeezing every last bit of life out of it because I think I should expect more than 2 years out of a $400 grill but I will certainly not be replacing it with another Weber when it finally kicks the can.
