Get a wire brush for your drill and have at it.  Clean real good, and oil it after it is clean.

muriatic acid eats rust like nobody's business. Baking soda to neutralize acid after clean.

An old pan like that may have been used to smelt lead for bullets, sinkers, etc.; make sure that you test it for lead prior to using it to cook food.
