my suggestion is that all men and women should be given a temporary/reversible birth control before they hit puberty. if they complete their education and are dedicated, conscientious and gainfully employed, then they would be given an antidote for the birth control so they may be able to have children and vote. the losers can still screw each other stupid but not burden society with unwanted and neglected children.
