It's a proprietary piece by Basement Systems. There should be a local dealer in your area. A search for "ice guard" should turn up some info.

can't you build the same thing with a drill and reduction/enlargement couplings?

I'd make one from a rubber reducer Fernco comes to mind. At least you could remove it fairly easy
