Does mil spec bolt carrier group mean full auto rated or something else?

Does not mean full out. Means it meets .mil manufacture requirements.

When a BCG is advertised as mil spec it is supposed to mean the following:
- shot peened #158 carpenter steel
- chrome lined carrier and gas key
- correct carbine extractor/ejector springs and insert
- properly staked grade 8 gas key hardware
- shrouded firing pin
- full circle (auto) carrier
- HPT/MPI tested
- parkerized finish

If any of these things is lacking, it's not mil spec and just a marketing gimmick
