I don't recall this duty in the Constitution.

The Federalization of anything is usually a BAD thing.

State level is fine.

One state can ask another to light up their info boards, and can do a bolo to L.E.

I agree with AZCOP.  It all started right here, in my city.  On a small level, i.e. state or regional, its very effective.  On a national level it would lose its significance and would probably get messed up / delayed / over regulated / red taped to death.
