Sounds like stuff that falls under ITAR..

Short story- Don't bother.

ETA-
Regardless of who made them, they are parts for a Military rifle. Even if said rifle is in civilian hands, and civilian production.. Which I doubt, as IIRC, South Africa allows Military rifles to be sold to civilians.

You're going to want clearance from the Dept of State DDTC (Directorate of Defense Trade Controls).

OK well that is a start. How do I go about that? Just email or call them explaining the situation?.....It's a small thing but honestly I want to feel 100% safe on this.

I wouldn't ship that stuff overseas without a letter from State ( they administer ITAR).

I would just forget about it, really.

The issue is the parts he's sent me are already on it's way.

I want to fulfill my side of the deal but I want to make sure I am legal.....Now I've been told on stuff like this most of the time eh if I get a pissy customs officer they just confiscate it.....It's the same risk on his end.

As stated above. ITAR. Defence trade control items. You do not just ask for a letter. You must apply for License to Export through State Dept. If that Country is on the no ship list then forget it.

Unless times have changed...?
You can not apply for License to Export unless you are registered with State Dept. Takes months. List of every person with a financial stake in your busniess. FBI Fingerprint Cards and Backround check on all those people, etc.  Oh yeah,, dont forget the Checks.
Then you submit paper work..wait a few more months. If approved you may ship. If not approved..Well !

Advise you are not asking for:-- Refuse shipment. Tell them send it back. Do not get involved in Munitions Control Items unless you do your homework.
Every single item you can think of that COULD be USED (as or in a) Millitary Capacity is on the list. The List is huge. Dam near everything Firearms related is on the list. There are (Used to be) a few exceptions within the Sporting/Hunting Arms world...But very few.

I have been out of it for quite some time but:
I remember 3-5 different Agencys involved.  You thought Obomacare was a PITA !

edit: There could be an exception but you would need to read all the Federal Register Notations and links.. and understand if it applies. I do not remember an exception ?
