Is it possible, in the same way black holes could be used to travel across the galaxy is(that is theoretically only) to produce a material that would absorb infrared light and emit it in the visible spectrum?

It already exists.  They use IR viewing cards to trace the beam path of IR lasers for laser alignment procedures.  Put the card in the IR beam path and it emits an orange, pink or blue (depends on brand).  To an extent this would also take place with an ordinary material if it absorbed enough energy because it would then start to emit like a black body radiator.

No.

The light is not being changed, but absorbed by valence electrons of the material and being re-emitted at a lower wavelength by the electrons emiting photons of lower energy as they return to ground state.

(edited to add: my bad. IR can't be stepped down via absorption/re-emittance as it is already lower in energy than visible light. I would have to look at the information on such a material as mentioned above to see how it is generating visible light.)

The only way I can see to do what you are describing is to have positive velocity between you and the source so you can see the beam via the doppler effect.

It's unrelated to black holes, but such devices (that absorb IR and produce a visible-light reaction) exist. You can buy them at your local RadioShack (we use them to test VCR remotes. You point the remote at the IR detector and the detector glows visible-red in the presence of IR light).

Just what credible person came up with that theory?  From all the evidence I've seen, I assumed that if you were caught in the gravity of a black hole, you would basically be stretched and eventually compacted into the super dense core.  Maybe you're thinking of wormholes.
