What is the proper method to use these? Do you soak it down w/ clp and run it or are you supposed to run it dry? Sorry for the dumb question but I simply don't know.

The directions say either way is fine.  There is a specific section that is recommended to have powder solvent applied if you wish.  It is pretty nasty wet though as it sprays solvent all over as it exits, due to the tight fit.  It is best (IMO) to use them dry to remove the larger "chunks" of powder fouling while at the range, then actually clean the firearm when you get home, using traditional methods. (They do not thoroughly clean the bore, they just make it a little better.)

i spray clp on the tip in front of the brushes and pull through 4-5 times.

They work fine for a quick field cleaning but are not a replacement for a good chamber and bore cleaner.
