I'm planning of going shooting for Independence Day, now I'm not interested in doing so indoors. Assuming the weather holds, I need some help. I'm looking for an outdoor public range reasonably near BTR but am coming up dry.

If you mean "burn bulk powder" not "shoot", then just light it in the yard where you live, you'll get about 20 milliseconds of fire and fun.  Place it on a piece of cardboard to avoid staining whatever surface is underneath.
