Seems like all the hot Russian women pics are women in their early 20s. Are there any hot 40 year old Russian women? I contend there isn't.

Pretty sure that the MILF is a phenomenon stemming from the easier Western standard of living. Anyplace where older standards dominate (much of Asia, Africa and South America) older women who have held onto their looks are probably pretty rare (see also: Appalachia).

I was at a wedding last week where the step-mom was a Russian woman in her mid 40s. She was smoking  . Tall, beautiful face (but no evidence of plastic surgery) great body, and a magnificent rack! Most of the guys in our 20s/30s were suitably impressed.
