You can do it in Photoshop. If starting from a premade gif. File>Import>Video Frames to Layers. It will only show .mov etc. type files. Start typing the file name of the gif and it will pop up. Then edit the layers and Go to Window Tab, check "animation" for a window on frame times. You'll have to click the 3 little horizontal bars in the top right anim window and click make frames from layers. May have to "delete animation" before "make frames from layers" while in that window. Set time for each. Save for web and devices. ------------------------- If making a new gif just make your frames/layers and skip the first step. The bottom layer will be the first frame. |

Photoshop like 23pistol23 said.. It's easy but time consuming as I had to edit each of the 25ish layers and then make new frames from the layers
