I was reading a thread about bolts and headspace, and the guys arguing were talking over my head.  Here is my question-is it generally safe to put a NEW bolt into a used AR if the bolt needs replaced for whatever reason?

I've done it in fairly new uppers with no problem.  I can't say about an upper with thousands of rounds through it though.

IMO/E check it anyways. It doesn't hurt. I'm required to at work, and once I did get a bad bolt (brand new)

Best practice is to use go/no go headspace gauge.

A new bolt carrier with the old bolt isn't a problem is it-ie changing out a semi auto carrier for a fa carrier...?

Yes if you check the head spacing and it is OK. While bolts and barrels are made to close tolerance they are made by man. You may never find a bolt/barrel combination that has excessive head space, it can possible happen, and the results can be life changing or even life ending.
