The cartridge filter is leaking at the top near the O rings. We replaced the rings and lubed them, and its not creating enough pressure to suck water in.

What could be the problem?

Could be clogged intake lines. You might also want to try priming the pump.

Umm I don't think pressure is your problem and I believe vacuum is the issue.  Sounds like a leak either at the canister or on the basket trap lid is why your pump will not prime.

Could be your impeller. I had the same problem last spring with my pump failing to prime and work at all.

I replaced the complete pump and it worked on start up.

Of course, YMMV.

Pop the top on the pump filter cover, lube generously and replace, be sure it's tight.  Try it, most of my vacuum problems have been with the seal on that cover.

Could the canister top be uneven as you tighten it? That would cause the problem.

To check this, put a layer of some kind of sealant, something that's easily removed, around the rim of the filter cover.

replace filter with sand filter... install new pump motor and rejoice in success ! you will never have to spray out another horrible canister filter again....

It's a hole!  That's why all the water leaked out. I know....that's what holes do...they leak!   Here's a good example.  You have a hole in your bathtub.  Pull the stopper out and all the water disappears!

To check impeller remove pump lid and hair strainer basket and try to spin impeller

another way to check if impeller is broken is to turn on pump then turn off if motor takes time to stop rotation

or makes grinding noise  If you replace impeller always replace seal and tank gasket

for your pump seal part # is SPX-1600Z-2  tank gasket isSP3000T

you tube is your friend
