I've always assumed it just meant you have no head on your shoulders, just a neck and some hair. I could be way off.

According to the last GD thread on neckbeard, paleo beard does not qualify.

Neckbeard only applies to a beard designed to hide more than one chin.

Usually found on big strong powerlifters. Their shoulders and necks are so muscular the beard bottoms out on upper chest.

"Neckbeard" to me means some fat slob who can't grow a proper beard, so he just doesn't shave or trim... ever... resulting in a patchy mangy dog scraggle of random lengths that only escalates the overall unwashed and slobby look of the host.
