And no she doesn't own a laptop that she had her iTunes on.

I have an iPad mini with ios7, but this is my only Apple device. Other than emailing them to herself or logging into iTunes on a computer and syncing her account (which I admit I don't know if that'll work), I don't know what she can do.

Check out the Apple forums for help. I've always found help there when I needed it.

Prob need to put both devices on same apple id. Sync the photo stream. If no go, factory reset the iPad, restore using apple id from her iPhone. Be sure that iPhone has backed up to icloud before you start. You will need a reliable WiFi network.

Backup iPhone to iCloud. Make sure you have backup "photos" turned on.

iPad Mini
- sign into iCloud (same account as iPhone)
- restore iPad Mini from the iPhone backup.

Note - If your wife has already set up her iPad Mini, everything will be replaced with the iPhone backup.

edit: Coolio is correct.

Maybe use a service like Flikr and set up an account that will sync between devices?

I use iCloud to sync between my iPhone, iPad and Mac and it works extremely well.

If she does not have iTunes nor a laptop then set up iCloud on both (assuming its an iPhone)

in iCloud she wants photo stream.

If the phone is not an iPhone the best thing to do is email them

iPhone 4S so I am thinking she did it wrong, but to make sure i got this right. She needs to make sure her phone is backed up on iCloud. Then do a factory reset on the iPad and at some point in the beginning it will ask if it's to be a new iPad or as a replacement. You select replacement and use her Apple ID and it will download from the iCloud everything that was backed up on her phone?

I don't use iOS, but does it really need to be that difficult? Couldn't you just use Dropbox? That's what I use to keep photos and other files synced between my Android phone and tablet, and my PC and Mac.

How many photos does she have to transfer?

There are apps that do it easily in the App Store.  I have one called "Transfer" that will do 50 at a time I believe.  It will do it over WiFi or even Bluetooth.  Probably many more that are just as good or better.

When you plug your iPhone in it will see it as an external drive. Save the pictures to a folder, unplug iPhone, plug in I pad mini and wait for it to show up like the iPhone did. Take folder and drop into ipadmini. Same theory as an external hard drive.

Dont do the reset. Make Sure that she is using the same icloud account on both devices and photo stream is turned on. If that doesn't use a app like dropbox and download them to the ipad. Also if you have a apple store local make a appointment and have them show her how to use it. They are good with that sort of thing. There customer service to me makes up for the high cost of the device.

OP is mistaken.  Everyone knows that all Apple products form psychic bonds with their users, intuit what the user wants, and do it before the user is aware that they wanted to do it.

Ergo, I don't think your wife really wants to move any photos to her iPad.

Turn on iCloud on both devices. Turn on picture backup over wifi. Sign in with same Id on both devices. Done.
