My dad just sent me this pic. Haven't seen it in person. Pretty sure it's a rifle launched grenade, but what type?  How do I know if it's safe to handle?

Looks like a old bazooka round

glock 42, gen 2
it was discontinued because it was "too glock perfect"

Hit it with a hammer. If it doesn't blow it's probably safe to handle

3.5in rocket.....the bigger bazooka.

I hope its a practice version
And that the rocket motor has been expended.

It electrically fired..

That blue band usually indicates a training round.

Hopefully that is the case this time.

Inert or practice rounds are blue or have a blue stripe.  I would carefully get it out of my house.

The fuse should be stamped inert/ dummy

Warhead usally will be inert too if the fuze is.

Rocket motor could be full up.

All of this....and

Where was it found?

Are there any markings on it? FYI, you will probably see some around the fuze.

Is there any blue paint on it?

The middle part of the rocket (fuzing section). It looks like the paint has worn off. Is that the case?

The safety band in UXO2's pic holds in a bore riding pin. Does it have a pin sticking out of the middle, or is there a hole where one should go?

OP, There's not enough info to go on, but at this point I'm leaning towards high explosive filled dud round. Out of an abundance of caution, I would recommend you contact local law enforcement so they can get a military EOD team to check it out. These 3.5" rockets can be kind of tricky to positively identify as to live vs. inert and  the condition doesn't help.

uxo2, I found three of them in one of my units training aids that were marked "inert", but had live rocket motors. they were painted green, but had inert fuzes.
