What happens if we establish a budget surplus and eventually pay off all the national debt?  

Do we then start accumulating "national wealth?"  Where does that money go?  Do we start getting kickbacks at tax season?

Budget surplus can happen and has happened in the past. They don't last long as they're always followed by even more spending. The fiscal responsibility you're proposing just doesn't happen in our system.

But, theoretically, surplus taxes should be returned to the taxpayers. now I made myself laugh!

Our state, North Carolina, had a budget surplus several years ago and I don't remember getting a refund, so I'm thinking they found some way to spend the surplus  Think about what our politicians do 90% of the time - figuring out how to spend money when they're not naming bridges and things like that.
