I have a CubCadet two stage snow blower that I bought new a couple of years ago.  I never got to use it before Hurricane Sandy put it 5 feet under salt water.

I got it started a few weeks after the storm and I changed the oil a few times.  Two months ago, it wouldn't start.  The carb was all rusted up so replaced it and some other parts that were sticking and got it running just fine.

I tried starting it again yesterday.  It started but seemed to be starving for fuel and just didn't sound smooth.  It seemed to pulsate and in fact, the head light became brighter and dimmer with every "pulse".  I ran it like this for about ten minutes.

It realized I had started it without the choke and died after I put the choke on.  I tried to start it again but it hasn't turned over since.
Also, the gas should be ok.  It's not new, but it has stabilizer in it.  Since the carb is brand new, I am at a loss here!
Also, when I pull the cord, it seems to pull smoothly, so i don't think the piston jammed up.
Where should I start?

Sounds like a fuel issue to me. There is a good possibility that the carb may have something in it. Try cleaning it out and putting fresh gas in it. Could also be the points.

Carb is new!

Could a faulty ignition coil produce these symptoms?

Yes but I would start with the easiest option. It sounds more like a fuel problem.

If it has a fuel pump diaphram, check that. They will get hard over time and cause this.
