Does anybody know the rules according to the atf regarding a ftf sale in a bordering state?
Example: Living South Carolina and buying a rifle in North Carolina

You can only do FTF with someone FROM your SAME state ONLY if the state also allows it.  Like in VA, we can sell whatever to whomever as long as we're both residents.  In PA, you can't sell a handgun except through FFL.  Check your local laws and do the right thing.

To be legal you have to conduct the FTF with an FFL. (You can meet there.)
