My understanding is that anything meant for human use goes through more extensive QA. It's a bit like the Navy's SUBSAFE program.

I bet it includes more redundancy and telemetry. I read once that they have rockets that have super great reliability rates over hundreds if not thousands of launches that would take three years to man rate and almost a complete redesign.
