Came home last week from work to find their dog (small 5-7 lb Bishon Frise) tied up out front. It was 28 degrees, dark and raining. I felt bad so I texted them, and asked them if they wanted me to bring it in. They said yes, and picked it up later that night. Seemed thankful.

Same story today. 33F and starting to rain. They got home, and walked right past the dog.

Mother fuckers also leave their trash can out on the curb all week. (Minor, I know.)

We are cordial with them, but I'm a dog guy.

Call animal control or stop being a nosy cunt?

Normally I am a MYOB kind of guy. I have a soft spot for dogs though. I'm torn on this one.

Agreed. I always like to MYOB. Just feel bad.
I know I won't end up doing anything about it, just don't understand how people can be such assholes. If you can't take care of a dog, why buy one??

since its a Bichon, I would not worry they were all over the streets of Paris after the French Revoloution and are hearty dogs.

Now if it were a pitbull I would call because we know those dogs are wimps.

An animal being left out in the cold is one of things that saddens me the most, just because the animal can't do anything to help itself and relies 100% on it's owner for it's well-being.

I guess its a trimmed one?? It is identical to the one pictured.

If they can't afford to at least buy or make a little doggie house for it, perhaps you can?  Leaving a dog tied up all day is despicable in my opinion - fences exist for a reason. I get really pissed off when I see this kind of shit, but i'm also a MYOB kinda person.  Unless the dog is starving or being mistreated I probably wouldn't do anything.  Leaving it outside in the cold, tied up and without shelter could be 'mistreatment' by some (myself included) but it's likely not going to kill the dog if he's all fuzzy with a winter coat.  Just make it miserable.  Poor little guy - and I really dislike small dogs.

Tell the neighbor, look your business is yours but when I see your dog tied up and its close to freezing and its outside you had better take care of it or I will.

I'm a huge softy when it comes to dogs.  This would piss me off to no end.  One of my 3 dogs is a rescue and cannot stand even being in the next room with out either of us.  That dog loves us unconditionally cause we gave her a good home.

You arent going to take care of the dog give it to someone who will and/or give it to a non-kill shelter and rescue.

not when they're wet.
if you keep a dog dry and out of the wind, they can take teens very well, especially in a little house with a couple of dogs in it.
little dogs really take a beating in the cold; my big male Lab (92 pounds of fun) will run out of the garage in a sleet storm, because he'd rather be in his house.

Another option is your closest SPCA. A nasty political organization who run sad puppy ad's and spends 90% of the money on a extreme political agenda. However, they can and will deal with animal abuse complaints and do so anonymously in my limited experience. I watched 2 horses starve for 2 years and one detailed email to the SPCA office 100 miles away seems to have put a stop to that.

When it comes to an animal that can't help itself. Fuck em. I would call AC and the next time bring it in to your place again.

Little ones. Not a small dog fan, but the Bichon/poodle mix was a rescue dog, came from a puppy mill with not so nice conditions (I'll spare the details, but it isn't pretty). She is having the best life ever now.

Go to toy store and buy a stuffed dog like your neighbors. Dunk it in water till it's soaking wet. Freeze it. Replace live dog with frozen fake and wait for neighbor's reaction. Take live dog home and properly care for it. Enjoy your new dog.

What I'd do is get the dog and text them and tell them I brought it inside because it was cold and starting to rain.  Let them decide if they want to be assholes about it.

had kind of a similar situation with my neighbors last month when it started getting cold.

long story short, my wife bought a nice insulated dog house for them and the dog loves it

Save all the pork chop and rib bones from a few meals, rescue the dog and leave the bones tied to the tree.(use lengths of beef jerky and attach random bones together with a hot glue gun)
