Dumb question....  Is threadlock suppose to be applied on the screw threads then allow to dry before putting into nut or put on threads "wet" than put into nut?

Put it on the screw and screw it in wet.

Use less than you think you'll need the first time.  Put some paper or a cloth under your project and keep some q-tips handy to wipe away the excess while its still wet.

The stuff that you buy in the little bottles is designed to be applied and "screwed in" immediately.  There are things like Nylock that are designed to be applied to a thread and left there until needed.

Little tip.  Make sure your threads on both ends are clean, and I mean clean.

For scope rings I always went with brake and electric motor cleaner, followed by thinner, and finally denatured alcohol before I but the loctite on.

Loctite is an anaerobic compound. It cures with a lack of oxygen.

Also, degreasing is recomended.

Follow directions and recomendations for best results. There are different kinds for different applications.

wet. use about 10% of what you think you need
the bolts/screws with the blue threadlocker already on them is a paste
which you can also buy
use about 15% of what you think you need
