Would it be legal to have 4 million + people file a new w-4 and stop all withholding of payroll taxes, and then pay the taxes when they are due?

They stick you with a fine if you drop your withholding and the result is that you "owe" more than a certain amount come tax season...

Too bad, it would make a nice "protest" if b.o. were to EO a bunch of crap re: the 2a.
