So I have a question? With the 94 Assault weapon ban did the lower just have to be manufactured before the ban or did it have to be transferred to the end user?

Not just the lower needed to be manufactured. The gun must have been assembled into a banned configuration before the beginning of the ban for it to be legally pre-ban. If you had a stripped lower at the beginning of the ban, it was legally post-ban.
