Once you complete your parole/probation/sentence for your first time felony you are given all of your rights back with the exception of the right to bear arms. Which you can apply to have reinstated. It is this way in Arizona and I am sure other places.

ETA: I see you stated this didnt read all the way to the bottom. I agree I dont see how this is the responsiblity of a probation department.

The truth is... the country would be better off if the voter participation rate in general was lower.
