You would have to make their use and services non-mandatory. The alcohol agency here in Utah has a monopoly on ALL liquor sales and they still managed to lose money! They are supposedly ran as a business. How you manage to lose money when you have a liquor monopoly is way beyond my ability to reason. |

Unfortunately the stamp fees go to the "general fund". And we have Bush II to thank for the ITAR crap effectively doubling in cost. He wanted to make them "self sustaining" so they raised the fees to a cripling amount for most.
