By this standard, Isabel Pauley could be convicted of being a prostitute 
What we have (outside the purview of the Future Crimes Division) is two murders with these clowns as the likely culprits. If convicted they should be put to death. Their politics, their wet-dreams and their budget beyond what crimes they actually committed really have nothing to do with that.
