Does anyone make a 2 layer jacket with a waterproof outer shell in ATACS FG?

I doubt it. A-TACS is still new and A-TACS FG is even newer. I did a simple search and found nothing. There is only a few companies making gear in these patterns so it would behoove you and I to call & email folks that make gear to get on the A-TACS bandwagon

I really like the FG version, it looks like a pattern I designed when I was in school, hopefully they will have something out before deer season
