We have a flourescent light fixture in our master closet, and it's on the fritz. When I turn it on, the two lights come on, but are very dim. Could this be a ballast issue?

Yes, most likely the ballast or the bulbs. The are both very easy to change.

do the bulbs flicker before igniting?
If so probably the ballast. I say gert bulbs first, as they're cheaper than a ballast. Sadly, a whole new unit is usually cheaper than just a ballast, too

No, the bulbs do not flicker when I turn them on. I'll try the bulbs first; if anything, the would be needed for a new unit anyway.

Cheapest way out is to buy a new fixture.  Either take out the lamps and ballast and reuse or replace the whole fixture.

A new fixture is usually cheaper than finding the right ballast, trying to get it installed (unless it is a small can type "twist lock" starter), and new bulbs.

For a closet, get the "Full Spectrum" bulbs instead of "Daylight 6500K".   Colors are far more accurate with the FS bulbs.

Hell with the fluorescent.  Go with a 250w metal halide wall pack.
