Elance or odesk should have plenty of programmers to do your app.

Just be careful, a good app isn't cheap.

use google, find developers, companies who do apps. figure out how you will present the app without it getting ripped off. get it developed by the company, get royalties.

or

get the platform and the development system, learn it and do it yourself, then investigate the marketplaces for you chosen platform(s) and how to get an app approved for submission to the market.

There are numerous options depending on what you might want to do. There are people/companies that can manage the entire process and develop the app to your specifications if you have money up front. It's also possible to work as a general contractor of sorts to save money by collaborating and outsourcing aspects based on your skills and budget. If you want to PM, email, or even post here, I am an iOS developer and may be able to give some direction. At the very least, I could give you an idea of what you would be undertaking.




Technically, it's not particularly difficult to produce an app. It's significantly more difficult to produce an attractive, well written app that adheres to good standards and practices. (I've encountered a fair number of "programmers" that don't know the latest frameworks or understand how to use the debugging tools.) Doing all of that and also getting people to pay for it is even harder.
