Is a Weaver rail the same as Picatinny- minus the slots?
Will a sight designed for Weaver mounts, fit on my flatop?

It should work, IIRC one of those is "mil-spec" and just a fraction larger than the other but not enough to matter.

The only difference is the spacing of the slots.  The width and such is the same.  All rings that fit one will fit the other if it is correctly manufactured.  The Pic just provides a standardized pattern for manufacturers to work from.

seriously, picatinny is the mil-spec, weaver is basically the same, but commercial version. should be basically the same spacing, etc. a mount designed 'weaver' should fit on your flattop...
