X-linked agammaglobulinemia. ETA and CVID. I think these are the disorders most similar to your question.
Other congenital deficiencies exist and can cause lack of certain types of immunoglobulins. For example, IgA deficiency isn't that uncommon.

While not technically an immunoglobulin defficiency (a B-cell disorder), SCID is pretty close to what you are referring to ... basically, "no immune system" with both B and T cell systems out. This is what happens...
