Would you expect a refund if a company that you placed an order with called to say that the part you ordered was out of stock and asked if you would except a suitable subsitute thats cheaper ???

At some places they'll offer you the next best model for the same price. Not a cheaper one unless they're giving you the difference back.

Yes, I would expect a refund for the difference if they wanted to ship something cheaper, assuming I wanted to accept the cheaper item at all.

I would expect a full refund and no item if I didn't want the cheaper item.
