What is the time frame that one can purchase multiple evil rifles without having the ATF multiple rilfe purchase form filled out?  Is it one per day, per week, per month to avoid the form?

Just for border states IIRC.  

Another glorious triumph and decree for another government agency.  Again, IIRC, the Commerce clause (maybe?) states that the feds must treat each state equally, thus making this rule bullshit.  Someone will be along to correct me quickly and I will go back to my basement .

Already done, it's the same as the multiple handgun reg except for semiauto rifles over .22cal(rimfire)

There's a difference between a 4473 retained by an FFL, and form 3310 (and whatever the long gun version they made up is) which is sent to BATF and your state police, and includes all your personal info and the guns' full descriptions and S/Ns.

He told me that he had called the local ATF office and they told him that the form only needed to be submitted for the over .22 cal. rifle (As Stated above)   I said so since the lowers are marked. 5.56 do you need to fill it out? He said since the 5.56 was (.223) it was a.22 caliber rifle an did not fall under the requirements.

What say ye about this??

Lowers are recorded as "other" which is designated for receivers and frames. They are not recorded as rifles or pistols because they are incomplete.

Multiple purchase forms are filled out by the FFL, not the consumer.

Either way, you're not in a border state, so they're only reporting multiple handgun sales.

Technically, caliber only means bore diameter.
